Meet The Board

IFCD 3 is governed by a five-member board appointed by the Irving City Council. Members serve staggered two-year terms. The board is a citizen-led, professionally managed and community-centric agency committed to effciency, effectiveness and transparency.

The board members generally meet each month at the Valley Ranch Association offices located at 8830 N. MacArthur Blvd., Suite 101, Irving, Texas 75063. Valley Ranch citizens and property owners are welcome to attend and encouraged to ask questions and share their views. All meetings are open to the public in accordance with the Texas Open Meetings Act.

Chris Calvery serves as the IFCD 3 President. Mr. Calvery is an account executive for WEB-TPA, a third- party administrator in the health insurance arena. A native of Irving, he has served on several local boards including the Irving Symphony Orchestra Association.
William Correa

William Correa serves as the IFCD 3 Vice President and the chief executive officer of Paragon Project Resources, Inc. Paragon provides program management, construction management and engineering services to public and private clients nationally and internationally.
Mazhar Islamraja
Mazhar IslamrajaTreasurer
Dr. Mazhar Islamraja serves as the IFCD 3 Treasurer. He is the president of Mach B Technologies, an information technology solution provider. Prior to starting Mach B Technologies, he served as an executive director at Verizon Communications. Dr. Islamraja received his Ph.D. in engineering from Stanford University.
Neha Kunte

Neha Kunte is the IFCD 3 Secretary. Ms. Kunte is owner and CEO of MNK InfoTech, an international IT management and consulting firm based in Irving. With more than 15 years of experience, Kunte and her firm specialize in IT staffing and software development that supports government agencies. She is active in Valley Ranch and serves in a number of volunteer and leadership roles throughout the community. In 2010, Ms. Kunte was the recipient of the “Asian Women Business Owner of the Year” award presented by former Governor Rick Perry.
Doug Stephan

Doug Stephan is an IFCD 3 Board Member. Mr. Stephan has been a resident of Valley Ranch for 24 years and has actively volunteered in the community. He is currently on the Elementary Facilities Committee for Coppell ISD and serves as the president of the Valley Ranch Elementary Dad’s Club.
