The People Behind the Program

The decades-long relationship between IFCD 3 and Dallas County Utility and Reclamation District (DCURD) ensures that Valley Ranch residents receive innovative and economic flood control solutions. The core team — which was developed through this pairing in 2008 — works together in supporting the Valley Ranch community. Although they often work behind the scenes, each team member brings years of expertise and personality that bring our work to life.

Dallas Burke

The General Manager of the team is Dallas Burke. He oversees all District operations under the direction of the IFCD 3 board of directors. He’s worked with DCURD for more than 30 years, starting in 1987. He has a passion for all things flood control-related, which is shown through his interest in the weather. As an amateur meteorologist, Dallas admits being just as wrong, or right, as the meteorologists on TV!

Tim Benefiel

As the Operations Manager, Tim Benefiel manages the day-to-day operations of the IFCD 3/DCURD team. Another longstanding member of this team, he has nearly 13 years of experience. When not working, Tim enjoys spending valuable time with his family in the great outdoors.

Juan Yanez

Juan Yanez is the Construction Projects Manager for Operations and Maintenance. He oversees building and maintenance of canals, ponds, walls and all water management-related infrastructure development. Due to the exposure of the team to unpredictable weather, his job requires an immense amount of flexibility, something Juan has enjoyed every day of his two and a half years with DCURD.

Tammy Tyrone

As the DCURD Controller, Tammy Tyrone manages all things accounting. Her job includes preparing the annual budget for IFCD 3 and two other special districts operated by DCURD, managing employee benefits and more. July will mark the five-year anniversary of Tammy’s time with the team. This year, she’s looking forward to celebrating her 40-year marriage anniversary, while both of her children are preparing for weddings in the upcoming year.

Pam Shelson

Pam Shelson is the Administration Assistant and has worked with the team for ten years. She assists DCURD managers as they prepare for various meetings, sets up bid advertisements for projects and prepares staff reports, among many other tasks. Originally from Ohio, she replaced a fellow Ohioan that was preparing to retire—a fact that Pam thinks played a role in her hiring.
